This sounds kinda like an IRQ conflict, I dunno about WinNT, but check
the device manager's resource settings for that device to see if you
can identify the IRQ that it's using and make sure (if possible) that
it's unique. While Com1-4 can theoretically share IRQ4/3, things may
not work well if you try.
I had to fiddle quite a bit to get my new USR Sportster to work,
configuring it and the other com ports out and turning them on one at
a time to get them to drop into the 'right' Plug-N-Pray configuration
slots.
